Fcllow-Citizens- The Republic was scarcely beginning to enjoy, under the protection of a just and paternal Government, a peace to long wished for 1,y the good Mexicans, when the flag of insurrection was once more raised in a remote corner of the South, and Don Juan Alvarez proclaimed such subversive principles, as to be disowned by ,~very calm and moderate man. · The Supreme Government knew well that the clements of discord were eoncc11lratcd al Zaealecas and fixed its ey1·:s on that spot. Few days elapsed before its apprehensions were realized.
