To the President of the Convention
At the present time our Country is involved in war, & without means to carry it on-It may become necessary that individuals should contribute to the public fund-I therefore take pleasure in communicating to you that I have eleven leagues of land which I desire (should it be necessary) to place at the disposition of my country I make this offer not for astentation-but because I believe Texas imperiously requires every son to assist her in the present slrugle for Liberty-and because I believe that if individual property was mortgaged, in addition lo the faith of the State-~loney could be had in larger sums & upon better termcs- Louisiana has now an active Capital of more than sixty millions. Much of that capital has been obtained by a pledge of the faith of the slate-Mississippi has also obtained large loans upon her faith, as well as many other states of the Union of the North. We are not in so good a situation as they are. We have our credit yet to form. Our countrymen of the north feel for our situation-and will no doubt contribute to our want if they can have security for their advances. With proper management I have not the least doubt but money can be had upon good terms-A plan was suggested lo me by moneyed men of New Orleans in the spring which they spoke of as one most agreeable lo them-It was the one adopted by the Stale to obtain money to establish the Union Bank of Louisiana, as well as I recollect
