SIR: I have the honor lo advise you that I have this clay received instructions from the honorable the Secretary of State of the United Stales, zealously to exert myself, as the prosecuting officer of the Government, lo prevent all persons in this district from directly or indirectly Laking part in a contest which may possibly occur between the different portions of the Mexican empire adjacent lo the United Stales, and to proi:;ecute indiscriminately all violations of the laws of the United Stales which have been enacted for the preservation of the public peace and the fulfilment of the obligations of treaties with foreign nations. Permit me, sir, lo refer you to an act of Congress of the Unilcd·States, passed on the 20th of April, 1818, entitled ''An act in addition lo an act for the punishment of certain crimes against the United Stales, and to repeal the acts therein mentioned," 6th volume United Slates Laws, page 320; and lo request you lo advise me of any violation of its provisions within this district which may come to your knowledge, that I may pursue such legal measures as occasion may require to bring the offenders to justice.
