Sir,

I was much gratified yesterday morning by the arrival of a courier from Gen: Houston calling on the citizens to make an immediate and general turn out and by so doing relieve the country in a few days from the distress which now prevails by driving the enemy beyond our borders. I had felt sure that such a call would cause every man capable of bearing arms to rally immediately and join the Army but I was astonished to find upon making a call upon the men who have stopped here, that in place of obeying promptly the Generals call some of them began to prepare for going further who had previously decided on remaining here for some time, they are going towards Harrisburg, while others manifest a total indifference on the subject, consequently I beg leave to suggest to your Excellency the necessity of causing every man found on the road to be sent back to the Army. It is thought that there is at this time on this side of the Brazos in a moving position at least a thousand men liable to do Militia duty, if this number were added to our present force we could meet the enemy at once, confident of success without loss on our part. I hope your Excellency will pardon the liberty I have taken in making the above suggestions as they were prompted by the emergency of the occasion
