To Henry Raguel Esqr. Chaim &c of Committee of Safety. Sir
The situation of our Country requires the fullest operation
that can be given to all its energies-
Many persons are abandoning us in this hour of trials:::::We must take note of all such, that they shall not be able to return at a more propitious period, and claim an unjust participation in the rewards of our toils-That the laws may be strictly enforced upon them-For this purpose the Committee of Safety will adopt and effectuate measures for ascertaining the names &c of all persons who have or shall hereafter cross the Sabine-To take from all such persons, horses and guns-The Constitution declares the forfeiture of ·their Lands and the necessity of the case requires that horses and guns, should not be removed from the Country at such a juncture as this- you will understand all this lo refer to persons leaving Texas, without authority and to none other. Orders should be given to the ferrymen on the Sabine to attend strictly to this matter, and to make weekly reports of the names of persons passing out of the Country at their respective Crossings-Let their reports be made to you and by you, be forwarded semi-monthly to the department of State. I request all possible exertions will be used to stir up the people-one brave united & well directed effort and the enemy is subdued, Texas free and her independence established on rocks of adamant- I send you a proclamation written some time ago-We have no means of printing-This paper contains an extract from the Constih1tion which ought to be circulated-do what you can to distribute it-You will also receive several copies of the Militia law-in great haste and very respectfully
