It would be superfluous to urge upon you Sir the vital importance to a community of scanty resources, of protecting most scrupulously the public credit and public faith. Long experience in fiscal matters & in South American & .Mexican negotiations at the commencement of those Governments have made me very sensitive to the frightfull consequences of a breach of public faith and consequent loss of public credit to a people struggling against fearfull odds for their existence.
