Those who will not fight in defence of the country, should not be entitled to any of the benefits of it-such a report from you would greatly facilitate this department forcing the people oul.-and would afford means of assertaining hereafter who had done their duty and who had forfeited their rights in the country &c. We have been deliberating on the propriety of calling out the people en mass lam in favor of it could we adopt any probable means of enforcing a call of the kind. Tell Co.
