To His Excellency the President of Texas Sir

I have the honour to congratulate your Excellency on your election to your important station. In commencing my official communications, as Agent for New Orleans, allow me to express my satisfaction at the new and interesting situation which the Republic of Texas has assumed, and my satisfaction in the character of the individuals who have now assumed the reins of Government. From my slight acquaintance with some members of the Government, and from the unbounded confidence expressed by my friends here, I have drawn the most flattering conclusions as to the future welfare of Texas. In my last communications, I had the honour to advise of the sailing of the Equity and Pensylvania with volunteers & supplies from this Agency; and now advise you of the sailing of the Congress with Powder & lead & Volunteers, most of the cost of which has been met upon my private credit. Our Mr Hall left in the Pensylvania & is undoubtedly with you lo whom I refer you for a statement of the affairs of this office. I had today an interview with Genl Green commissioned with your Excellencys assent, to obtain supplies for the Army, from him I obtained information, that your Excellency had thought proper to transfer lo Thos. F. l\kKinny Esq. all the available funds in this City, to be used by the House of Toby & Ilro. to forward supplies &c. I would respectfully state to you (of which I have already advised you) that this Office has been for three months straining th<' public credit to supply the Navy and Army, that without one dollar of assistance from private donations, we have cquipcd & fitted for sea four vessels of War, &
