To His Excellency David G. Burnett President of the Republic of Texas and his Cabinet Council. Dear Sirs:
I should be forgetful of our crisis, of my duty and my responsible station, were I to neglect the first opportunity to lay before your government an outline of the plan of defence and opperations which in my oppinion, best suits the situation, condition and circumstances of our bleeding country. If this outline shall contain one suggestion which, in your better judgements may be useful to adopt, my end will be abundantly served. 1t is this:-lst That the entrance to Galveston Bay be immediately fortified, and used as our principal Naval and l\lilitary depot. And that the Government be held for the present at some suitable place thereon. My reasons for this recommendation arc these; that Galveston Bay being the nearest, and best harbor to New Orleans, where we must of necessity look for supplies of every kind necessary to our war,-its easy enlrance,-good anchorage and central position between New Orleans and our army,-its sure and safe retreat to our Navy and commerce, Should
