Your letter of yesterdays date is recd. & your propositions submitted to the Cabinet. The Cabinet refuse to become personally responsible. For myself if the requisite number had joined I would have gone in. The refusal was not the want of confidence on the part of the Cabinet, but the impropriety of the act, in as much as it would in their view immediately create a want of confidence abroad by manifesling fears, on our part of the want of Govt credit, which might eventuate in more injury than any personal rei:;ponsibilities we might be able to ai:;sume would benefit. We have therefore thought proper to i:;ubmit the modification of the Charter party to you, which is below your name, and in the event of your acceptance, the two hundred dollars you require to be paid in New Orleans will be advanced you here, which we prei:;umc will answer you as well, as·to place it to your credit in New Orleans. With regard to the Flash I am instructed to say the Govt will take her at the price ($8,500) provided you deliver her after her return from her intended trip to New Orleans: the Govt having the privilege of loading her on her return in part or in whole at a fair freight, otherwise to take her naow delivered in Galveston Bay so that she may be ordered out under the Govt Flag and Govt Commission &e. The lading i:;he may take on board at the mouth of the Brazos to be continued on board, and delivered in New Orleans, ' freightage &c to be to the advant._age o~ the G_ovt.
