On this date I am writing Colonel D. Domingo Ugartechea

the following:

"I have appointed your Lordship military commandant of the line that is formed by the towns of Lipantitlan, San Patricio, Copano, Goliad, and Victoria; your residence will be in Goliad. "The objectives which your Lordship must dedicate yourself to, are: to make the residents of Goliad unite and begin to rebuild their homes as best as they are able to; a barracks should be erected for the garrison that has to be stationed there; to hasten the fortifications of Copano, where your Lordship must visit, and you will take care to see that the garrison remains under cover; you will watch that the detachments perform with diligence the service, and that they defend at all costs the points they garrison, if by chance the enemy should appear. "The schooner Bravo ought to arrive at Copano, carrying food supplies from Matamoros, which supplies your Lordship will see to it that they are taken to Victoria, where they must be kept until my further orders, taking only those necessary for the maintenance for one month of the garrisons at Victoria, Copano, and Goliad. "The garrisons of Copano, Goliad, and Victoria should each be made up of fifty men from the most inexperienced troops, with the necessary equipment; your Lordship must command whatever troops that might be left over lo march under the command of Colonel D. Juan Morales, if he is now al Bahia, or better still under the command of the highest ranking officer, to join General Urrea. The artillery will remain in Goliad and much care must be taken with it. "The service which your Lordship will give in the military district which I have entrusted to your hands being important, I advise you to march as soon as possible, addressing your communications to me at San Felipe de Aust.in, without forgetting to give all necessary information to my second in command, the
