6 All persons ~itizcns··of Texas over the age of 18 years and under the age of 56 years are subject to military duty and are required forthwith to report themselves to the committee of Vigilance &c of their several districts and to enroll themselves for immediate service. 7 So soon as a company of 56 men shall be enrolled they shall proceed to the election of their officers and shall repair forthwith to the head quarters of the army and enter upon duty. 8 Any person being a citizen of Texas who shall refuse or neglect so to report himself within 15 days from the publication of this decree in his district, shall be held and considered as refusing to participate &c. And any person who shall report himself, and refuse or fail to enroll himself, shall be considered as a deserter and he liable to the pains and penalties of the military laws. 9 The committees of vigilance &c shall take suitable measures to secure the safety and comfort of the families within their districts and shall appoint from the heads of those families, one man to every five families, whose duty it shall be to take special care that the families under their charge, are sufficiently furnished, with good and wholesome provisions, and if need be that they are transported to some place of safety They shall remain with the families and in no wise abandon them on pain of desertion. In case there are no public stores to he had, the committee shall have power to press provisions for the use of the suffering, being regulated by the provisions of the 4th article of this decree. [2422) [BURNET PROCLAMATION] Proclamation Whereas the late provisional government of Texas did anterior to the declaration of Independence, issue certain letters of l\farque and reprisal, and whereas doubts are entertained of the competency of that Government to exercise such power. Therefore I David G. Burnet, President of the Republic of Texas by and with the advice and consent of my Cabinet, and in pursuance of authority vested in me do hereby declare and ordain, all such letters of marque and reprisal and all commissions or other authorities touching the same to be and the same are hereby suspended And all persons holding or pretending to hold such
