draft, together with some slaves who will go there but unless are order is issued speedily for the work, all except the Black population will be gone. There is another important matter of defence to be taken into consideration-The negroes high upon the Trinity, have manifested a disposition to become troublesome & in some instances daring one has been killed and another punished by whipping-a third was pursued but not overtaken, when last heard from. They had endeavoured to enlist the Coshatti Indians on their side and come down and murder the inhabitants & join the Mexicans, Therefore there ought to be a guard of some kind kept up in this part of the country somewhere-and in case of an emergency the fortification at Galveston would he a place of retreat for the women & children at least. I will he at Hsburg however to morrow & we will talk all these matter over. I find some difficulty in procuring men to ride express or to carry expresses, that are to be depended on-and I would recommend that General Clopper, who is bound to go to the army he detained for that purpose. He is careful-Knows the country , well and is known to the President, he can render double the service in the way I speak of than he can to fight-is sober and has sufficient intelligence to do just what he is ordered to do & will do it correctly he has some scruples about remaining, as he has had leave of absence from the army, lately, that matter can all be set right however, by a line from the Hon Secy at War, to his Capt.
