You are now in command at the Mouth of the Brazos and your own discretion wiU govern you in many respects. You will not permit anyone lo leave the country without business or circumstances justify it. The Assistant commissaries and other officers of the army are required to respect you in your command. To General Thomas J Green Sir
As you are about to proceed to the United States to raise troops for the service of this Government: I David G. Burnet, President of the Republic, by virtue of my office, and with the advice and consent of my Cabinet Council, do hereby authorize and empower you, in the name and behalf of the Republic, to receive contributions, negotiate loans and to do such other things as may be necessary for the completion of your laudable undertaking. And by the same authority, and with the same sanction, I do hereby pledge to you the faith of this Republic, that all your necessary expenditures, made in this behalf, shall be fully remunerated to you, and to those with whom you may contract, as soon as may be practicable: provided that no loan shall be negotiated, or contract made, that shall exceed the sum of Fifty thousand dollars.
