The ports of Mexico are blocked against american vessels and the ports of Tampico & Matamoras even against Mexican vessels, which argues that Mexico is making great preperations against Texas and resorts lo the blocking of her ports in order to cut off all communication with Texas-and keep from us the knowledge of her preperalions- lt is said a Line of sentinels is stationed on the Rio Grande to prevent aJI communication with Texas-which if true would be conclusive to my mind that great preperations are making against Texas-and if so the want of organization in the Militia department leaves Texas in a verry exposed situation- The Bill proposing to organize the militia has not answered the purpose-In austin the Militia has not been organized and it is the same in many of Lhe other Jurisdictions It is said the Enemy are now advancing & the militia are not in a situation to be called out and we have lo depend on the uncertain assistance of volunteers-To remedy which I would propose that That the Council authorize you to appoint one aidecamp to each Municipality whose duty it shall be lo superintend the organizing of the militia-and Report to you fort[h] with the number of men in their respective Jurisdictions enrolled in the militia the amount of amunition number of Rifles, muskets, Shot guns-the-probable quantity of Provisions- The most suitable places for Depots of Provisions & amunition & arms-which will enable you to make such arrangements and understandingly give such orders in case of an invasion as may be necessary- Let the Council pass another Bill-ordering the alcaldes to organize the militia and under heavy penalties-& Report to you through your aidecamp- Let the Militia be then divided into four parls-and drafted to to serve for 3 months-Let Lhe draft be made of all-so that one fourth can be called out at a moments warning-& if necessary the 2nd fourth and so on to the whole if circumstances should require it-& By this means the whole force of Texas will be in a situation to be called out al short notice
