independence of the country which we are all desirous should be Independenl- Consequently,. am certain that provided a population more extensive should be introduced & located in Texas it would make certainty sure-Where was there ever a people with better feelings in the cause of Liberty shown than by the English and her liberality has been such that for ages she has been quoted as the Parent of beneficence. I intend leaving for England in March and return in October and am certain I could be of great benefit lo the Texian cause-Altho it would require to be covertly dealt with. England will not & cannot prevent her People from Emigrating, consequently knowing the great population & that there are thousands of young men desirous of acquiring a Home from the principles I have heretofore mentioned, I am convinced that I could under the plea of settlement procure al least One thousand before next October besides their Families willing to protect themselves in the cause & would provided they were certain of settlement leave for a new country I have had a knowledge of the people for these sixteen years and am certain that if proper inducements are held out Texas in December next might have One thousand men who would feel it their Interest and Duty to support her-As for myself I should wish that a certain Rank in the Army should be given me previous to leaving and if successful such meed as the Government might add according to the benefit my endeavors might accrue to her-there are thousands & Tens of Thousands of young men who would be desirous of entering into the cause & provided you approve of this my intention of procuring Settlers (for as to entering them as volunteers it would not succeed owing to the acknowledgement of the Independence of Mexico by the Government of England) consequently those who might Emigrate would have to enter as Settlers & on their arrival here should be sent on to Texas at the Expense of your Government-I would require (provided you approve of this undertaking of mine) to Pledge the Faith of your Country (Texas) which you are commissioners from that such a number of acres of land shall be awarded to each settler & in a certain proportion according to the number of a Family, likewise that they should be supported al your Expense from the day of their arrival here till they reach Texas-I can confidently say the number I have
