much forbearance under like circumstances. I would remark that I have conversed with the shipping master & he informs me that men cannot be obtained for the Brutus at any price unless she should come again to the City, as sailors will not ship on a vessel of the kind unless they can see her. Should she come up she would inevitably be taken by the Custom House. Much of the dificulty we have had in obtaining men, has arisen from Santa Annas procla- mation, threaghtening to treat as Pirates all vessels found aiding Texas. A small sloop arrived yesterday with an express from Mata- moras, all we can hear is that she comes up to obtain provisions, & that about 9000-men were ready to advance upon Texas, as soon as provisions could be obtained. We shall look out for any vessels sailing & advise you. I have been anxiously expecting orders from the Government in relation to public business and am up to the present moment without a line. My situation without funds and with constantly accumulating demands, is one of extreme embar- assment and I must earnestly call upon your Excellency & the Council for directions & information as to the extent to which I may proceed on the public credit, & also to supply me with funds. I should feel much more confidence & the public Credit with merchants here would be undoubted, could it be known that the funds payable upon the Loan of Jany 11th was to pass through this office. I shall by the next safe conveyance forward you an exact statement of the large responsibilities of this office I have the Honour to be Yours Respectfully &c
