attention to the same point is it unreasonable for me to ask the indulgence on my own account, al the same lime that I tender my continued services at the value you choose to give them when greatly demanded! Upon the subject Maj. Lewis and myself con- versed the day before he left here, and I am happy to know that he concurs in my views and clearly comprehends the duties most required of such a functionary. I will nol presume to dictate what should be my instructions in the event of your approval of my proposition, but will merely suggest some matters of present inter- est to our countries safety. First, To keep a close observation on all vessels Bound to Mexican Ports and such as have supplies for the central army to embarrass their operations in every honorable manner until notice could be given to some of our cmisers, and lo this purpose points and means of communication should be required- Second. The course pursued by some of our sub agents appears irregular and should be known truly to government Under this head many things will be suggested to your mind. 3d. To pay more particular attention than has been done for keeping a regular and more frequent intercourse from the U. S. with our government. 4th. Urge forward volunteers for the approaching contest as fast as possible. These suggestions you will use as you think proper-and should you send me on, will no doubt give many other and important instrnctions such as the emergencies of Texas now demand. Col Hercourt, I have spent some little time '"ith and en- close his papers. I am decidedly of opinion that his services at this time with the army as head engineer would be more valuable than we can even now immagine. I hope he will be provided for at once. he is a gentleman a schollar and a man of property, & has the reputation of a Soldier! If expedient and possible let his commis- sion and instructions be forwarded by return Express. Capt Turners letter I enclose and have conversed with several Gentle- men from below and with Col H upon the subject of Galveston, all concur in the importance of fortifying these. How would you approve of the measure of countermanding Capt T's recruiting orders· and sending him and his men to fortify Galveston first
