I had the honor of addressing my last per Durango, nameing the collection of Troops at Saltillio to the number of 700 men, also the Proclamation of Santa Anna, a copy of which I enclose I have now the pleasure of advising you of the sailing of the Brutus, Captain William A Hurd and the Independence Captain C. E. Hawkins for Matagorda, Both of which vessels are the Property of the government I have given a power of attorney to R R Royall Esqr and in case of his absence ot the several captains to transfer the vessels to the government with directions so to proceed as to enable me to get clear of custom house Bonds. They will report to the government the Execution of their several orders. the selection of subordinate officers has been left to the commanders subject to your orders Captain Hawkins was appointed by the commissioners, and has had the exclusive controll of the disburse- ments of his vessell Captain Hurd goes out as captain of a merchantman subject lo your orders on arrival the Brig Matta- wankeag that was taken into New Providence has arrived here and will go down under charge The volunteers were in such a destitute condition that I was obliged lo supply them with provisions &c, a statement of which I will forward lo gether with the disbursements of the vessels are not all in or I should send the accounts by this. Some of the recruiting officers have been regularly enlisted men and swearing them into the regular service, of Texas. 1 name il to ascertain whether any such orders have been given by the government. I have wrillen to captain Howth al Natches to request him to immediately stop giving such certificates and wail further orders as J cannot believe the government have ever given orders
