It also becomes part of my duty to stale to you that there are many officers in this section of the Country-who are unable to enlist from want of funds-Lieut Chaffin has enlisted about 30 men-who have no place lo live at & he has 110 supply of arms, clothing &c for them-there are many here who would enlist provided there were officers who could support them & cloth them- I would most respectfully suggest lo your Excellency's consideration-that were you lo appoint an officer to act as Pay Master pro lempore to pay the officers who have been actually in service & advancing to the recruiting officers the sum (S100) according lo their Instructions received from Head Quarters under date of 18 Dec J 834 that it would materially advance the Interests of the Army All which is rcspectfuUy submitted- I shall await here your Excellency's orders & hold myself in readiness to proceed to whatever point you may deem best I have the honor to remain Very Respectfully Your Obt.
