A certain Major Miller, of the Texas service, has recently been in this place obtaining recruits, and has enticed away yo1111g men, even when in debt lo their employers, who would otherwise have complied with their engagements. In an instance or Lhal kind, I have applied Lo the United States attorney for this district, who says he has received no instructions from you 011 the subject.
