y aun no acaba de pagarse por el mes pasado se ha recibido la Ley de 2o. de Energo q. prohivc hacer talcs convenios, los cual nos ha puesto en el estado mas angustiado por que 110 hay un peso de que disponcr en estas oficinas de Hacienda ni medio, para conseguir ningunos recursos por la desconfianza que Jes inspira a los comerciantes la imprcvisla Icy de que boy haciendo relacion. V .E. con su acostumbrada prudencia se servira decirme si los contratos celebraclos y los que estaban por celebrarse se lleban alcabo apesar de aquella medicla lesgislatiba que esloy seguro 110 se habria acordado si los representantes dcla Nacion se encontrasen en las circumstancias en que nos cemos por aqui. [2020) [FERNANDEZ PROCLAMATION] Francisco Vital Fernandez, bragadier general of the mexican army and principal commander of the department of TamauLipas.- As the army of operations against the rebels of Texas has commenced 1st march from SaltiUo, and the campaign having been opened on the first instant, I have ordered that from this date forward, during the continuance of said campaign, the city of Matamoros be considered a miLitary station, and that in consequence the following regulations be observed. Article Isl No person, whether he be all Mexican or a foreigner, shall leave the precincts of this city without a passport from the department of military command, and all who may arrive hereafter with or without this requisite, arc bound on their entrance to report themselves to the commandership. Article 2d. These regulations shall be observed in the Brazos Santiago, and al the mouth of the river, with regard lo those who arrive by sea, the same as with those who present themselves there. Article 3d.
