exchange of the ratifications between the United States and the Mexican republic, so soon as the undersigned may be able to visit him in hi:s Department. In order to carry out the said exchange, which mu:st be matter of interest to both parties to have done as soon as possible, the undersigned will proceed to that city so soon as an opportu- nity offers; but at present, considering the extreme severity of the weather, and the consequent state of the roads, he would suppose that it would be certainly madne:s:s to undertake this journey. In the mean time, he will with the greatest pleasure give his attention to whatever Mr. Forsyth may have to inform him, touch- ing the detention of the captain of the Hannah Elizabeth.
