The advisory committee have some lime been expecting to know, that Henry Smith, who has received five thousand dollars, of Govt money, had placed the same in the Treasury, to be disposed of agreeably to the intentions of the "donor," under the regulations of the law-finding that the said Smith, has embezzled, or intendfully witholds the public monies, adventitiously placed in his hands- The committee therefore advise that His Excy the acting Govr, send by the proper officer, a demand to Henry Smith, to place the said sum of five thousand dollars, in the hands of the treasurer, & on failure, immediately to do so, that the proper legal proceedings be enforced against said Smith, to compel him lo acco~nt for the same forthwith-as the demands on govt are now pressmg- D. MEXICAN LEGATION, Philadelphia, February 3. 1836. The undersigned, charge d' affaires of the Mexican repub- lic, has this moment received the note which !\fr. Forsyth, Secre- tary of State of the United States, has done him the honor to address him under date of the 1st instant; and by it he is informed that news has arrived of the liberation of the passengers and crew of the American schooner Hannah Elizabeth, al Matamoras, there being found no lawful cause for her detention. With great pleasure he is also apprized that the Senate has given its advice and consent to the ratification of the convention for a second additional article to the treaty of limits between the United States and the Mexican republic, concluded in Mexico the 3d of April last, and that the convention will forthwith be ratified by the President, Mr. Forsyth being quite ready to proceed to the
