thousand Dollars & that the enclosed letter advised a transfer of that amount from the Government (of the deposite in the Bank of Orleans) to this agency. I enclose a copy of the letter of the Commissioners and an abstract of the requisition of Col Owings he is to raise a full regiment of men for your service. I have forwardcd to the Commissioners a statement of the business of this office up to 30th ult of which I also annex an extract which wiU give you the amt of responsibilities & means. By the arrival of the Schooner Essex from Laguna we are advised that an embargo was laid on vessels in Mexico from Nov. 13th to Deer 25th to prevent news reaching the United States of the fitting out of Five thousand troops to act against Texas. I have not much faith in the report as we have had several of the sam kind, but it is my duty to give it for information of the Government. It will become absolutely necessary should you experience any reverses in the coming campaign that every means in the Pow- er of the Government should be used to sustain this agency. In anticipation of want of confidence in the credit of the Govern- ment it has heretofore been my policy to obtain everything neces- sary for the war, while the public feeling of our citizens was warm in the cause. It is natural to expect that circumstances may cause a change in the public feeling when it happens (and any reverse in the go.od fortune which has thus far attended you will certainly produce it) the greatest energy & promptness on the part of the Government will be absolutely required to sustain its credit here. My previous letters which I trust have come safe to hand will explain my views fully. I can only add that if the Government will place that reliance on my integrity and devotion to the cause which it is my determination to deserve no exertion shall be want- ing on my part to insure the final success of Texas. Your Excel- leny will observe by my statement annexed the necessity of appro- priating the $5000 at least, to this office and that even more will be required to meet our absolute wants.
