Council Hall San Felipe de Austin Feb 1st 1836. The advisory Committee to the Executive, appointed to act in that capacity, in the event of there not being a quorum of the Council present.-are of opinion that prompt attention should be given to our Naval operations, by officering and manning our vessels, and placing them in a state of efficient action.-The com- mittee therefore advise, that the appointments be made agreeably to the advices of the Government agent Thomas F l\kKinney in his two Letters, accompanying, under date of Jan 25th 1836, and that commissions be issued and directed to the care of the said Government agent, to be delivered to the respective officers to whom they are directed, and that the said agent be required to administer the usual oath prescribed by the organic law, to all officers, with that of the United States Naval discipline, and when bonds and security are required, to take the same in the name of the Government, and that he send the original oaths and bonds of each officer to the Governor, retaining a duplicate to himself-and that in all things, regarding the premises in the exercise of this authority, he conform to the rules and regulations as aforesaid. The committee further advise, That the vessel, Invincible and Liberty, be instructed first to cruise, on and off the coasts of Texas, where there is any prospect of the Enemy's vessels, second to co-operate with the expedition against Matamoros, third, when the safety of our commerce and the.necessity of co-operating with the Matamoros expedition renders it prudent, they will cruise throughout the Gulf of Mexico, from Cape Florida to Vera Cruz, in all their acts strictly adhering to the Law of Nations, under the rules and practices prescribed by the Provisional Government of Texas and that the acting Governor give correspondent instruc- tions to accompany the commissions to each Commander
