Proclamation directed lo all well affcctcd citizens of Texas, and lo our agents, Officers, and Friends in the United Stales of the North, showing the absurdit-y and falsehood of Henry Smith, in declaring the Council adjourned on the 10th inst. to the first of March,-a power which he knows, & has frequently acknwledged that he does not possess;-informing of the suspension of Henry Smith,-his making up an issue to the next convention, upon charges and specifications prcfercd under the Conslitu tion of 1824, and the organic law, thereby completely suspending his functions, not only by the acts of the Council, but by his own act, in joining issue upon the charges against him, and naming his tribunal for trial, consequently, that all his official acts are illegal, null and void, and that neither the public faith nor the Provisional Government can be in any way pledged for sustaining such outrages upon principle, justice and the law of the land, and that all persons be cautioned, that they may thereby govern themselves accordingly.-A large number of copies should he struck off and promptly, rapidly and generally circulated. 2d. Your committee also advise, That a confidential agent should be appointed, your general instructions as lo the situation of the Provisional Government in all its Departments, together with the movements of the army and all other matters necessary for facilitating the operations of the War and sustaining the existing authorities, and he sufficiently supplied with the slate paper as mentioned in the first proposition, together with such private instructions as the exigencies of the Country and State may require; and that such agent so instructed and advised, be directed to proceed forthwith to Velasco, where he will communicate with such volunteers and Friends of Texas, as may have arrived and that he proceed by the first opportunity to the City of New Orleans and immediately communicate his instructions with all Government agents and Officers in the United States and such other Friends of Texas as arc actively engaged in promoting her interests, and that he be provided with such facilities and proper acquaintance in that city, through whom to have free communication, with all vessels going to Texas or any part of Mexico, in order that his instructions, shall be communicated lo all concerned. 3d.
