Velasco Jany 26th 1836 Mr McKinney who was appointed Captain of the Invincible, ha\-ing requested Jeremiah Brown captain of the Liberty to take the command of the Invincible, I have selected Wm S Brown to take command of the Liberty & proceed forthwith to Copino, with the vessels containing the clothing provisions and munitions of war for the Army of texas under convoy. These transactions being in good faith for the advancement of the common cause & prompted by necessity, I do therefore request of your ExceUency the necessary commissions for the Messrs Browns without dely inasmuch as, they being captured without them, will be Liable to suffer an ignominious death. I would further recommend the propriety of there per- manent appointment to the command of these vessels as I believe them capable and qualified and anxious to do "the state some service." If the expedition against Mattamores is sanctioned by government, I should suggest that these vessels cooperate by sea, and cruize of the mouth of the Brazos Santiago blockading the port & capturing all vessels under the enemys flag & that government give instructions to this effect to the commanders. I further wish that the commissions be sent to Copino. The Liberty is in good order, well manned, provisioned, and the fastest kind of a sailer. The Invincible appears to be as good a vessel as ever floated of her tonnage and well commanded they are calculated to annoy & harrass if not destroy the Mexican commerce.
