With regard to the organization of the Federal Army of Texas, I am clearly & decidedly of the opinion that at least double that number now contemplated-say 1120 rank & file-You are all apprised of the promised aid, from Santa Anna, lo his Genl. Cos, of from 8 to 10,000 men-If his cause succeeds, no doubt but he can raise the largest army, ever mustered inlo the service, and in the shortest time-To command this army, he must & will, send fowd. his ablest Genis. & make all other necessary prepcrations, an experienced & successful Chief can be expected to devise, as the occasion require-To meet & overwhelm this powerful & imposing force, you authorize the raising only one Brigade as a regular
