Sir, To my address lo your Honor, and through you, to Lhe General Council, under elate of yesterday permit me lo refer, both yourself and them, for such general information, touching the present condition of the force here, the character and kind of service, hereafter required on this frontier, lo render it an effectual barrier to the transit of the enemy beyond it, as the duty which I owe to my country, and its efficient protection against both danger and alarm, seemed at once to require, and imperiously impose. I beg leave also, to refer your Honorable Body lo my two communications lo His Excellency, the Governor, of the 22nd. and 24th. instants; as containing information, and remarks thereon, of a kindred character with the conltmts of the first named paper, and so intimately interwoven therewith, as to make their perusal by the Council, necessary, al least, lo enable its Members to act understandingly, efficiently, and promptly. It is proposed, 1st-that, the volunteers of this command, be entitled to receive, $30. per month, and half a dollar per day extra, lo be allowed those on fatigue for the time they already have been or may hereafter be, so employed. 2nd-Lhal all now enroled in this command, who will obligate themselves to continue in the service, for the term of six months, from the elate of their so
