As this matter should be expedited, immediate action will be necessary. 1 herewith transmit for your information, transcripts from certain letters from the United Stales, which has been handed to me. Some of the Mobile Volunteers have arrived in this town and called on me lo know what disposition will be made of them. It will probably be a courtesy due lo these me·n lo enquire the reasons of their separation from the balance of their company, and make such disposition of them as their merit may require . . "The Declaration of the Consultation and the altitude assumed by it, appears lo me to be too indefinite lo induce foreign governments or capitalists to lend us aid, either of a pecuniary or other nature. Understand me? I do not blame the Consultation for their declaration. They were not empowered and it was not in the contemplation of those who elected them to make any other. It was generally thought and I then though it a matter of policy so to. declare. It was thought (by a majority over a very strong minority) that a declaration for the conslilulion would neutralize the prejudices or enlist the sympathies and assistance of the Federal party of the interior in our favor; and also that under such declaration we could oblain th«~ requisite loans, etc., from the capitalists of the United States. Since then, from intereepted fellers from Gent~ral Santa Anna and others lo General Cos, promising re-inforcem«~nls of from fiw lo ten thousand soldiers.
