Maj Genl S Houston Dear Sir,

My neighbor and friend, Col. James C. Neil, I consider very suitable, and every way qualified· for an appointment of Major in the Artillery Corps, of the regular Army.- He is a gentleman, high in the esteem of his fellow citizens - brave and patriotic - He responded to the first call of his country, when danger & invasion threatened us - and since early in October last, he has been constantly in arms, with the volunteer army, in all its movements to this day - He was the first in camp whose experience was sufficient to mount & point a cannon at the enemies of Texas, and of liberty in our land - and has had a command in the Artillery during the time- I respectfully request your opinion of Col N. & whether the interest of the service will be promoted by his appointment as an officer of Artillery in the regular army of Texas - - This age and experience with his militia rank & title, would seem to justify his first commission as a field officer- With the greatest regard for my country's interests & Safety, in which I know we have a community of feeling, and with respect for the Commanding Genl of Texas - beleive me ever yours with esteem &c D.
