with my fellow citizens but circumstances makes this case a special one on us & has been made so by engaging my partners in actual service of the country Under the circumstances I hope it will not be improper to ask for an exemption of duties on the goods bought previously and detained on the wasp in N. Orleans for want of protection until after the passage of the ordinance one fourth of which we have lost in crossing the bar It seems as if the fates arc against us for at the commencement of our rupture with Santa Anna, our goods & vessel to the value of about forty Thousand dollars were seized & to this clay & perhaps for ever a total loss. l\fr Fisher will write you on this subject who fully concurs with me It will be recollected by those who have been here for a fcw years that the first difficulties with the Mexicans grew out of an attempt to impose duties here without giving notice (I do not mention this by way of saying any diffuculty will grow out of this) no, Sirs, I would prefer bearing many personal inconveniences rather [than] produce a public injury, but I only mention it as an argument in my favour, and hope you will consider the subject & do us Justice

We the undcrsign'd. Captns. of Companies forming the body of forces who have the honor to serve under your command, having seen a decree of the General Convention, by which the Volunteer army is rcquir'd, under the denomination of Auxiliaries, to subject themselves to the Organic laws & Comdr. in cheif of the Regular Army, beg respectfully to represent, in our own and our companies names, that, this is in direct opposition to the tenor of a decree of the Genl.
