On receipt of this you will proceed to St Filipe and there establish your Head Quarters. Herewith you have a list of notifications to Officers directed to report themselves to you. You will report to Head Quarters their acceptance or non acceptance of said appointments and other matters of interest relating to them. From them you detail as many as you may think necessary to proceed to the United States or to any point you may think most likely to ensure success so that they will be able to return with their respective commands to your post by the first of March next Enclosed are instructions for officers on the recruting service whicl you will furnish each officer a copy for their guidance also blani enlistments for recruting which if you have not a sufficient number you will cause more to be printed. You will direct your Officers to report to you weekly or semimonthly & you will report semi- monthly to head quarters, the Comander in chief expects that as order and disipline ·are the basis of an Army - that both your officers and men will be drilled. Sir, Two Companies of about 80 volunteers from the United States under command of Col. Wyatt arrived in this place yesterday evening and await your orders. The Company being desirous of proceeding to their point of destination with as little delay us possible, you will confer a particular favor on the officers and privates of the company by sending them their orders as soon as you can, consistent with your convenience and inclination.
