Head Quarters Washington 21st Deer 1835

Sir

You will on receipt of this immediately prepare for the reception of troops coming in by land Ly commencing lo lay in provisions & means of transportation al Gaines Ferry & al the most eligible points from that place lo Washington. Enclosed is a blank form for volunteers coming from the United States & other parts lo sign before receiving provisions &c bearing in mind however that less than a platoon of 28 men will not be received however if less than that arrive & are willing lo enter into the volunteer or regular service with others & a platoon or company can be made up they will he received - much judgement is required to be exercised in this & the Commander in Chief expects that every thing consis- tently with these regulations will be clone gi,fog however to you much latitude in this - Giving the volunteers however to understand that a platoon on their arrival at Head Quarters must consist of 28 men a company of 2 platoons a battallion of five companics each platoon is allowed one first lieutenant each company one Captain one first & one second lieutenant & one ballallion one Lieut Colonel & one Major. You will particularly observe that no horses are to be brought as the country does not afford means of subsistence. You will appoint al the differcnt depots for provisions &c capable man to act as issuing Commissary instructing him in the details of his office - so as to preclud1! all unnecessary issues. You will pass receipt for the provisions & means of transportation you purchase or take which receipts will be paid out of the first money in the treasury & the f:ommandcr in Chief docs not doubt that ere·
