To The His Exe Jas. W. Robinson Lieut Govr & Ex officio President of The Council of Texas Sir Be pleased to lay before the Council The following for their disposition-Mr J. Forbes Cannot act as a Commissioner as he has accepted the appointment of Judge. Which (if I understand the law right) Incapacitates him for any other office. Therefore. It is very Important that You should appoint some one forthwith to act with me. The land speculators are useing every Exertion to keep the land offices open till they can get their land claims secured- It is very necessary, that You should appoint some one forthwith to act as paymaster for this place as there are many persons here who have sold Goods provisions & other articles to the Government on a credit, and as there are funds here they ought to be paid as soon as possible and Mr Henry is unwilling to pay anything out unless he has orders from the Council to that Effect The Commissioners here have acknowledged t\fr Henrys Com- mission and are willing to pay him the funds in their hands and they have refused To furnish Mr Allen any more funds - Should any troops arrive here from the U. S. I do not know what we should do for funds as the Committe of Safety do not feel as warm in the Cause as they have done in the appointment of a paymaster I hope You will be prompt: and return his Commission by the bearer- I have been under the necessity of Gelling some printing done for the use of the public and have been at other Expences Incident to my duties and I Respectfully solicit of You permission to draw on the receiver here for funds to meet Incidental Expences I would suggest to you the propriety of appointing the printer of this place to do the necessary public printing he is willing to print for the Country on the same terms that You have printing done in San Felipe-hand bills ought frequently to be printed and circulated as the people here are Crying out Loudly against being Kept in the dark and they have Good reason for finding fault as they hear very little indeed of Your acts and What they clo hear, is misrepresented here by a portion of the citizens of this place Mr. Whittiker would make a popular commissioner lo act with me and I should be glad to have his aid
