If any officers or men who have, al any time, been released on parole, should be taken in arms, they will be proper subjects for the consideration of court-martial. [ 1511] [HOUSTON to JACKSON] Genl Houston has the honor of presenting to his best friend, President Jackson, the enclosed Proclamation, with his sincere respects, and most cordial regards. He begs leave also, lo offer his joyous felicitations to the President, in the triumph of his principles, over an opposition, who sought to overwhelm him, and the country. The most cordial wishes, for the Presidents long life, and future Glory; are tendered, with unceasing esteem and affection. To His Ex. Henry Smith, Governor of Texas

Sir: On yesterday I had the honor to receive your order, directing the establishment of the headquarters of the army at Washington. It will give me pleasure to obey the order at the earliest possible moment. In the meantime, I do most earnestly solicit the attention of your excellency to the subject of an appropriation to· cover the recruiting contingencies of the army. And l would beg leave lo suggest the necessity of establishing a system of accountability in all its disbursing departments; requiring ample security of all the officers, who may be entrusted with funds, agreeably to the
