Governor Smith Dr Sir

I avail myself to the oportunity offered by a hired express of communicating to your Excellency a more circumstanced account of the recapture of the Schooner Hannah & Elizabeth and the disposition of her cargo, than was made in my last communication to you I send you the communication as made to me and by return of Post would be glad to receive all the information connected with my duty, you think proper to furnish me with Judge Fisher expresses a willingness to put me in possession of the archives of his office But mr Cazneau the sheriff say he shall not give up papers in his possession I have ordered an election for sheriff and an Auyuntamintoe to take place on the . 25th Inst a report is in circulation and relied on by many that a new Election is lo be had for new members of a convention to form a Constitution &c- I know no authority for the report have no mail we get but little information till of an old date, from your Excellency and the Council, I wish all the orders and decrees of the provisional Government furnished me as soon as possible and to be furnished from time to time together with the printed papers as I cannot proceed in the duties of my office without a knowledge of what the law is or being able to shew any authority for my acts. I would inform your Excellency that by a division of this municipality three members are cut off, or the Navidad & La Vaca that Election of Maj Lewis is contested, Mr Royall & myself to officers incompatible of that of a seat in the convention which leaves this municipality with but one member free to act. Your Excellency will inform me what is to be done in the premises with all other advice comming in perview of my office Very respectfully your Obt Servt Chas Willson 1st Judge of Matagorda Municipality-
