one in question, because of the injuries which it miuht perchance occasion to the commerce of those nations friends tot'the Mexican; and. that, in consequence, their vessels of war are at liberty to pumsh the offence thus committed by men who can only be viewed and considered as pirates, as has already been declared by the Supreme Government. I send you forms of furloughs & discharges, which I wish you to use hereafter. I shall send you on a quantity of them as soon as I can have them printed. When you know what imposition might be [illegible] upon Govt by discharges drawn up in a loose manner, I know that you will see the necessity of having [torn] in due form. Whenever discharges are given in consequence of disability, the Surgeon of the Hospital Regiment on post will furnish the Captain with a certificate of disability for his approval or remark "which certificate of disability, with the descriptive certificate properly filled up and signed by the Captain, will be forwarded by the commanding officer of the post, who shall add such remarks as he may deem required to the Adjutant General, for final decision from General Head Quarters."
