I-lannihal distributed spoils al Cannae and Rome was saved. But it is the political effect of that treaty which it is necessary for me lo examine. In doing so I shall endeavor lo be brief-lo avoid personalities and lo advance nothing more than is necessary to elucidate an intricate subject to justify a position, assumed by the Administration, in relation to that treaty, which I am confident the thinking, the humane, and the enlightened portion of mankind will accede to, and sanction with their approbation.
