When the Independence sailed with some Officers of the Liberty on board, we were not aware of the heavy expenses incidental to the out-filling of that vessel the Liberty- If it will cost 12 or even ten thousand dollars to fit the Liberty for service, it would be better to dispose of her as she is and invest that amount in a new and better vessel- I have seen an extract of a letter here from Mr. S. M. Williams to his partner in which he says the amount necessary to fit out the Liberty would be sufficient to secure the two Brigs now building as Baltimore for our enemies. If any scheme can be adopted by which that desirable object may be attained you are fully authorized lo employ ten thousand dollars in effecting it- We rely of Course upon your good discretion to avoid an unsuccessful effort- Mr. Williams will render any aid he can in this maller- Should the Liberty be disposed of the Officers lately attached to her will wish to return- You will please furnish them with suitable Conveyances-
