Head Quarters Coleto 19th August 1836 I hereby certify that Nicholas Lynch furnished for publick service the above described horse which was lost by our spies near the Rio Grande. I also concur in the opinion of the appraisers that the horse was worth Two hundred and twenty five Dollars which the Secretary of the Treasury will please account to the said Nicholas Lynch.

To the Hon Secretary of State Of the Republic of Texas- Sir
The last mail from New-Orleans brought me copy of your communication to Dr. Meux chairman of the meeting of the takers of the Texas loans, in reply to the resolutions of said meeting on the subject of the contract of compromise submitted to them by me for consideration on the 25th May 1836. Not having it in my power lo act in concert with the other Gentlemen interested I beg leave individually to offer my views in reply. The reasons given by the lenders, for objecting to the form of the Script are stated at length. It is not my purpose to say any thing on that head. Your answer gives the governments views, an impartial world must decide between you. When Government and individuals differ the latter have no refuge, but in the moral power of public opinion, not of the country wherein the government exists only but of the world, if the Governments be just and in the right public sentiment will sustain them, if not the moral artillery of the world will be directed against them, a power more difficult to encounter than that of their Physical Enemy. But in case public opinion, in an instance like this, should side with the individuals and against the Government littel benefit could result to the former-their interests being Identified with the Government, its overthrow must be to their injury-They
