. To the Hon. F. F. Sawyer Actg Secty of War Dear Sir,

I have examined the documents sent to me in regard to the Sehr "Kosciusko" and have to report to your honor that I made a bargain with Capt Burns lo go from this place to Matagorda for S300. the same he charged lo come here it was all he ever asked, as lo the back freight, I supposed when a vessel was chartered for the trip we had a right lo bring back freight, as to the dernurage days if the Captn had exhibited the receipts of the Qr Mr when I settled with him I should have allowed il, but he did not, and I supposed he had not been detained only through his own neglect. I have testimony lo show that Capt Burns did not ask but £300.00 to perform the trip from here making S600. for the whole nor did he on settlement charge any more only for the days of demurage. He presented me with none of these receipts and it would appear by the proceedings in holding back the receipts that all was not right. I have a duplicate receipt to Capt Burns for all he ever charged except the 5 days demurage I made out the Bill al S20. p day and filled out the time which made the arnot supposing by his not being able lo produce a voucher he had not been detained by any authority- It seems he was detained by Qr Mr Caldwell's certificate and he ought lo be paid for those days, notwithstanding, l made the account to embrace the whole time, which I should not have
