To his Excellency D. G. Burnett President Sir

The Independence sailed a few days since and as Com Hawkins slated he would not Louch al the Brazos, we did not write you by him- We have seen letters from Com Dallas staling that no interruption Lo trade of Mexico should exist in American Vessels, thal he should send a vessel to the Balize Lo convoy vessels bound to Matamoras & Tampico & should they be molested by Texian Vessels, he should consider them as pirates & Capture them-It would have been better Lo have proclaimed the Blockage against Vessels carrying Provisions or munitions of war, but it would be impolitic to interfere with French or English Bottoms- We would recommend in future Lhe Govt. Vessels remaining at the S W. Pass, instead of coming lo the City-Their expenses increase thereby & they are liable lo seizure for the debts of the old agency.-The Independence was attached for a claim of about 500&-We have bonded her & our allorney is of opinion he will set aside the attachment in as much as she is a goveml Vessel- Enclosed we hand you, or rather another letter, Bill Lading for some Coffee & Sugar- The parties to the first Loan, have not yet notified us in a proper form that they would not pay the Bal. clue, yet we have seen the majority of them and know they will not-In fact the Government. could never accede to the conditions. It would be doing too great an Injustice to the People of Texas-We have sent considerable scrip to the North & West, and are of opinion it can be disposed of there-and we have given Mr S. M. Williams of your place authority lo purchase supplies of provisions, Clothing &c-to the extent of Scrip that can be sold-It cannot be disposed of here & prevents us from sending you the supplies now necessary. The Col Fanin has on board about 60 Volunteers & we are looking daily for about 80 lo arrive from i\lobile, which we shall despatch as soon as possible after they reach here-
