authority to approve or disapprove as any other stranger- I transmit these documents for your satisfaction, and I am persuaded, that when exhibited, with many relative facts and other matters lo the world, they will satisfy the world, that Lieut. Col. Millard has subjected himself lo the highest Sentence known to the law military, and that we are not disposed to visit all its severity upon him.

Office of the Quarter Master General Quintana August 7, 1836

To Theo S. Lee Dear Sir,

I have just received a notice from you that an order issued to you from this office on the 25 July last has been countermanded by the President, the order ought to have been carried into effect long before this time. Tho' I do not know any right or authority the President has to countermand an order from this office only thro' the Secy of War. I have received a peremptory order from the Secy of War (the only officer that has a right to direct this department) to have that order carried into effect and unless countermanded by him I shall have to order some other officer of my deparlment to carry it into effect. Having just recd a letter from the Qr Master at the Headquarters of the main army and learning that he has been ordered on duty from the army, (therefore leaving no Qr Mr at the army) you will therefore proceed with all the Horses & Mules you have in your charge to the Head Quarters of the army and report
