The fact that the principal Offence was Committed by an Officer of Small rank and less intelligence rather aggravates than diminishes the evil of the example, for it affords encouragement to future agitation of a low order, and agitators usually compensate a defect of knowledge by an access of malignity. For these reasons I have ordered and do hereby Order, with the consent of the Cabinet that Lieutenant Colonel Henry Millard be stricken from the Rolls of the Army and that his Commission be null and Void from this date. You are requested to communicate this Order to Mr. Millard and to see that it be carried into effect, so far as any action on your part may be necessary to its Completion. Mr. Wheelock I do not know as an officer of this Government. If he is exercising any Command in the Army I require to be informed on what authority he does so. Respectfully
