Hon Secretary of Treasury Republic of Texas Sir

With this you will receive the accounts of the former agency of Texas, up to July 1st. For all sums named as settled in the accounts we enclose regular vouchers. You will have also enclosed, a statement shewing the actual amount expended and a schedule of the demands against the agency not yet settled but obligatory upon us. The amounts named are with a few exceptions actual Bills rendered, the supposed amounts are more likely to fall short of the real amounts than to overun them, they must be subject to future settlement. Mr Toby having stopped payment, the Bond of S9000 will come upon us, we name it in the account that the Executive may understand the true extent of our responsibilities. Beyond the sums named, there are Bills amounting to about S3000-which we are in honour bound to arrange for, they have not yet been presented & we have omitted them in our statement, l\fr. Toh)' having declined to settle or make any arrangement in regard to our debts, we give in our estimate the whole amount that the Executive will be obliged to provide for. We are in daily expectation of receiving advices from you that accounts have been audited. It is a matter of the utmost importance to the credit of Texas that they should meet instant attention.
