The President of Mexico Gent Antonio Lopez de Santa Anna, al present a prisoner of war al this place, has expressed lo the President and Cabinet of Texas, and lo Genis Samuel Houston and Tl10s J. Rusk, his full conviction that the true interest of Mexico requires an immediate termination or the war between Texas and Mexico, on the ·basis of a recognition of the Independence of lhe former by the latter- He has also expressed the same to me in the various conversalions I have had with him since my arrival here, The only difficulty is the mode of effecting this desirable objecl. Genl Santa Anna has written to you on this suhjecl \lnder this date, soliciting your mediation, and I have the honor to Enclose to yot1 his letter Presuming that Messrs Grayson and Collinsworth have explained all the previous Transactions had with Genl Santa Anna, and the events connected therewith-The puhlic and private Treaty of 14 May last, copies or which are enclosed to you hy Genl Santa Anna-the impediments which public opinion interposed to lhe release of Gent Sant.a Anna etc etc- I deem it unnecessary lo occupy your lime by a recapitulation of them. The grounds taken by Genl Santa Anna for his immediate release and return to Mexico, are that without his presence and influence there, the independence of Texas will not be recognized, and the war will he renewed and prosecuted with redoubled vigor and acrimony; for the reasons that neither the Govt or people of Mexico are sufficiently informed of the Geographical situation and resources of Texas- The Character of her inhahilants, and many other things, lo Enable them lo come lo the conclusion that Mexico cannot retain Tc:xas, and even if she could, that it would be al a sacrifice \Vhich no good that could be reasonably calculalecl on wo1.1lcl justify making. He says he is fully convinced of these facts, and consequently, thal it is his duly as a Mexican citizen and patriot, and as !he head of that nal ion to say so frankly and av<~rl
