Send them over the Rio Grande: lake care of your western frontier & fortresses and then secure yourselves against another allack ancl compel, Mexico to ackknowledgc your Independence. So far so good. This is just what I anticipated-Your fleet will do direct and hring about a change, in your Mexican rulers & restore the federation. Now as regards your Compact with Sl. Anna. It amounts to nothing. He promises, but others must perform. You should not let him go under any circumstances. Hold on Lo him. If Lhc Central govml. is put down you do no good to Lhe federal party to allow him lo return. They will thank you to keep him, but not Lo turn him loose upon them again. Hold on to him, Almonte & Cos: what can you do with the resl. If Centralism still prevails notwilhslancling the Texian Shock. Even then SL. Anna's return will do you no good. The govml. will from necessity admit your claims & acknowledge your Independence. I concur in your views, as regards the progress & prospects before you. Tho' J do not think it will be a wise policy for your Govt. to entertain any Idea of a Conquesl of Mexico. You may send an Expedition to set the opposition or the Federal party in motion, and once they move & put down the central Govmt. and bring about a change of Govml. then withdraw and leave them to themselves. They will then do you prompt justice, recognize your Independence and adjust nil difficulties promptly & favourably. Now as regards our New W. affairs. Go on as you may think best. You know the position of things heller than we do.
