Being aware that you have recently been commissioned by the Govt. of Texas Major General in the regular Army and authorised to brini?; into the field a division of soldiers, in the event that the war with Mexico should be continued, upon your being notified by the Govt. of Texas to that effect; and having recently seen in the public journals of this city a copy of a proclamation issued by Jose Justo Cano President pro tern of the Mexican Republic bearing date May 19th 1836 al the City of Mexico declaring his intention of disregarding the armistice entered into by the Commanders of the Armies of Mexico and Texas and of prosecuting a vigorous war immediately against the Republic of the latter. Therefore we the undersigned citizens of the Republic of Texas being deeply impressed with the necessity of bringing immediately into the field a sufficient force to repel any further attempts on the part of Mexico to enslave Texas and also knowing the delay which must accrue be remaining inactive and awaiting the instructions of the Govr. of Texas upon this subject and convinced as we are that the Govt. upon the receipt of this intelligence will immediately order you to speedily execute your Commission do recommend you to proceed as early as possible to make your arrangements to raise your division in anticipation of the order of the Government which wiU doubtless be forwarded to you as soon as these facts are known to it.
